How to evaluate a provider
Identify the awarding or certifying body, not just the training company. A course certificate and an industry certification are different things. Check whether the certification is recognised by employers in the country where you intend to work, and whether the examination is taken with the awarding body or the local provider.
Recognition
Professional certifications are generally not processed through academic equivalency. They are recognised (or not) by the professional body or employer in question, so the check is theirs to confirm.
